As i have said before many times on these pages. Most of the deaths by electrocution are blood on the authorities hands. Why is an rcd compolsary for new installations and not for existing ones. For those who do not now what an rcd is , it is a simple device which costs about 30 Euros to buy and 30 Euros to install. This device , in most cases , switches of the electrical supply when there is an inbalance of current flowing in against current flowing out. A simple example of imbalance would be that flowing through a person to ground.
