I would like to add my experience to the gentleman who wrote that the energy allowance was not received by many.

Since I did not receive the energy allowance, I called 188 and was informed that I did not qualify as I had used 19,647 units of electricity during 2009. On protesting that this was impossible, I was told that this was according to the data received from Arms Limited. I then called Arms for an explanation and they informed me that they sent a spreadsheet to the Ministry responsible to issue the allowance with details of the billing and the figure quoted to me was incorrect as it belonged to the person next in line on the spreadsheet and the amount should have read 10,099. This again is wrong as the correct figure works out to be just above 7,500 as confirmed from the figures of the bills for 2009 which is well under the 10,000 limit required to be eligible for the allowance.

I was promised that they will verify and get in touch with me and they both blamed each other.

On August 9, I received another hefty bill from Arms Limited which I am required to settle within 45 days. Dare I hope that this error is rectified in time and I will receive the allowance I am entitled to which amounts to about one fifth of the bill? If this does not happen does it mean that I will be penalised for their incompetence?

Why can they not get their calculations right and what about the unfortunate people who are not in a position to go through all this to receive the allowance which was promised to them?
