The Council is the supreme governing body of the University, and is responsible for its general administration.

It is also responsible for appointing new staff members, both local and foreign, to the various academic posts.

The Council is composed of 26 members, including the pro-chancellor, rector, four representatives of the Senate, two members representing the academic staff, two non-academic staff representatives, a member appointed by the Education Ministry, 11 members appointed by the Prime Minister to represent the general interest of the country, a member appointed by the Council of the Foundation for Theological Studies, the secretary and two student representatives.

According to the provisions of the Education Act, two members of Council are elected by and from among University students for a two-year term of office. The current student representatives are Nerissa Pace (B. Accountancy (Hons), 1st year) and Benjamin Pule (LL.D, 2nd year).
