Pedestrian barrier that obstructs traffic

Despite my several attempts to be provided with at least an acknowledgement from the Mosta local council (which boasts so much of its online customer care facilities) my attempts have all failed as my e-mails and phone calls have been ignored.
A week or so ago, a street pedestrian barrier was placed in the narrow Kurat Bezzina Street. For some odd reason, this barrier was not erected on the pavement as is the practice. It was placed just under the pavement on the road. This is causing a very serious inconvenience to ongoing traffic (this road is two-way, which makes matters worse). Large cars and trucks are finding it difficult if not impossible to drive through on account of this obstacle, resulting in damage to their own vehicles or parked cars. There is another barrier further down the street which was placed correctly on the pavement, so it is hardly logical to place this second one on the road.
It needs to be removed or, at least, repositioned on the pavement where it should be.
