Vehicles without VRT tests

After an investigation by a private firm, doubts arose about the possibility that some VRT stations were not conducting tests properly. I doubt if they are conducting any tests at all. Just look around and observe the number of vehicles emitting clouds...

After an investigation by a private firm, doubts arose about the possibility that some VRT stations were not conducting tests properly.

I doubt if they are conducting any tests at all. Just look around and observe the number of vehicles emitting clouds of black smoke - cars and especially motorcycles without silencers, missing lights on all kinds of transport and rusty cars which seem to be holding together with a string.

Do we need an investigation to realise that these vehicles have never undergone a proper VRT test and are we going to tolerate this situation forever?
