Mgarr yacht marina privatised

Video: Mark Zammit Cordina

Harbour Management Ltd, a consortium which currently operates part of the Ta' Xbiex yacht marina, has signed a 25-year-agreement with the government for the management of the Mgarr yacht marina in Gozo.

Finance Minister Tonio Fenech said there would be an upfront payment of €513,000 and annual rent of €60,000. The rent will increase every five years.

The marina has 200 berths. The company will make an investment of €340,000 over the next years to replace the pontoon and upgrade facilities.

The minister said that if the number of berths is increased, the rent would be increased accordingly.

He said that berthing fees cannot be raised until the investment is done.

"This is another development in the process for Malta to become a centre for excellence in yachting," Mr Fenech said.

Infrastructure Minister Austin Gatt said the marina was set up in 1990 and hardly any investment had been made since.

He said the management of a yacht marina was a commercial activity which the government should not be involved in. He noted that Grand Harbour Marina had been privatised and was doing well. So was the other private marina at Portomaso.

He said the privatisation of Ta Xbiex marina was in an advanced stage. The marina is divided in two concessions and preferred bidders have been selected.

@Joseph Grech
Since you appear to be well versed in the costs, values and market values of yacht marinas can you please enlighten us as to what the figures would have been if you had privatised the yacht marina? No need to be too accurate - ball park figures are all I am interested in.

I'm quite sure that the MMA did not break even financially , and many berth rents were not being paid.
@ Mr Grech: if government enterprises generate money as much as they generate bureaucracy and paperwork Malta would have been rich years ago.
Think of the multiplier effect if the berths were all occupied and increased in number.

U int tahseb li il-gvern qieghed hemm biex imexxi il-yaght marinas? Ghal naqra imissu jibda jiftah ukoll supermarkets, ristoranti, garaxxijiet ta' fejn insewwu il-karozzi, discos u fabbriki tal-ghamara! Irringrazzja l'Alla li fl-ahhar qed tidhol mentalita f'dan il-pajjiz li il-gvern (ikun min ikun) irid inaqqas mhux izid l-ispejjez.

@R. Agius - Why are you trying to be funny and sarcastic man?
Let me assure you that I would have NEVER privatised Mgarr Yacht Marina. Why do we need to privatise everything? Malta is not only environmentally wrecked; it is also stripped naked of its possessions!
Hopefully your Maths is better than your reasoning: we are told there are about 200 berths there.... and the number may be increased.
If you divide the paltry annual rental fee (60,000 euros) by the number of present berths (200) that will give you 300 euros.
Don't you think that paying 300 euros (to berth your yacht for a whole year is really peanuts? We are speaking of Lm128.75.
As for the E513,00 upfront payment just dividing that by 25 will give you a measly E20,520 (Lm8806) per annum being paid for the duration of the 25-year agreement period. Not bad - for Harbour Management Ltd.
Also, Minister Fenech has admitted in Parliament that private companies owe government MILLIONS IN UNPAID RENTAL FEES FOR GOVERNMENT PROPERTY. SO THERE IS ALWAYS A CHANCE THAT HARBOUR MANAGEMENT LTD., LIKE MANY OTHER ABUSIVE COMPANIES, WON'T BE PAYING ITS DUES AFTER ALL.
Hope this answer satisfies you.

@J. J. Borg -
So, government, according to you, is not to take any part whatsoever in the economic generation of wealth through nationally owned enterprises!
Government, you think, should just concern itself with Parliamentary sittings, appointing Commissions and Investigations, collecting part of its rightful dues, administer E.U. funds badly.... and then (according to you) simply renting out what generates Maltese wealth to the highest bidder leaving our country destitute or nearly so!
Do you really want that to happen? It is. We have now sold practically everything to outsiders or friends of friends.
If our leaders are unable to appoint a management that will ensure our marinas are run efficiently and at a profit then what on earth can they do? Run the country efficiently, ethically and without favour? That would be really beyond them! We seem to have reached that situation mind you!
As to your concluding remark ''li l-gvern (ikun min ikun) irid inaqqas mhux izid l-ispejjez.'' that is indeed hilarious to say the least ''Cucata gwappa!''
Honestly now, did you really mean what you wrote? Is what you fervently wished really happeneing or has the opposite (meaningless spending) become the order of the day?
