Former car park full of rubbish

Under which department do the premises of the former Pietà car park now fall? As one can see from the accompanying photo, the place is in a state of utter neglect and full of all kinds of rubbish and filth. And what is worse, syringes used by drug addicts, presumably at dead of night, can be seen in both the upper and lower car parks. Very soon now, rats will make an appearance to the detriment of the people who have to walk through the car park to reach the street.

And may I ask what happens to the litter that is collected by the two immigrants employed as street cleaners? Is there a connection with the mound of rubbish that has accumulated in a corner of the car park?

I sincerely hope that through this letter, action is taken quickly and the place given a thorough clean-up.
