PBS news value criteria

I was surprised to see that the lead item on the 8 p.m. news bulletin on TVM last Monday (May 17) concerned fireworks for Maltese, whereas news that three Maltese had climbed Mount Everest came only half-way through the bulletin. I wonder what criteria were used to determine the news value of the two items in this case.
