Closed Gasparell scrap yard still operating - FAA
The Gasparell scrapyard overlooking the picturesque Wied Żembaq in Birżebbuġia is still operating in spite of it being closed down by the Malta Environment and Planning Authority, the environmental organisation Flimkien ghal Ambjent Ahjar said.
FAA said in a statement that the scrapyard was reported closed by Mepa in The Times of April 3.
But Mepa did not carry out regular monitoring of the site and its enforcement staff failed to notice that the owner frequently removed the large concrete blocks originally placed by the authority to close off this site, putting them back in place in the evenings.
The organisation said that heavy plant vehicles was frequently driven out of the `sealed gate’ indicating that the owner had reversed Mepa’s legitimate action.
The authority’s officers recently inspected the site and reported that everything was in order.
FAA asked whether they enquired as to the presence and contents of the containers parked opposite the yard and changed regularly.
“Did they notice that the corners of the concrete blocks are worn down due to their being moved frequently?
“Did they check the gate seal to ensure that it is still intact or investigate the origins of the continued export of scrap since the yard’s closure last year,” FAA asked.
It said that residents living near the scrap yard were subjected to decades of grit-laden air, unbearable noise throughout the day caused by the compression of metal, and heavy toxic smells when tyres and other toxic material were set on fire.
FAA said the scrap was encroaching on the valley slope and moving into the valley and the more the authorities allowed the yard to spread, the greater the damage to the sensitive valley which has been designated as an EU site of ecological and archaeological importance and which includes Borġ in-Nadur and Għar Dalam prehistoric sites.
FAA condemned the fact that the residents’ struggle to close down this illegal scrap yard dragged on after more than 15 years and after a court order to have the yard closed.
“It is equally unacceptable that in spite of its illegal status, the government has continued to award this yard contracts for the disposal of scrap.
“The Mepa closure remains ineffective unless serious monitoring is undertaken and daily penalties imposed on the people responsible for this illegality,” FAA said.

This scrapyard had for long ruined one of the most beautiful valleys. To add insult to injury this scrapyard not only worked without permit but had dumped hundred of tons of material in the valley, Who is going to clean?? ENFORCEMENT BLA SINSLA

Naturally one would also be compelled to ask the question: did they re-visit the place AT ALL???!!!!

What do you expect? This is Malta in the 21st Century Laws? What Laws? None Here, ONLY Money is GOD!!!! Mepa, Ugh!! a joke, Yes? They don,t seem to give a monkeys, So make the best of it Mate, cos it aint going to change

@Victor vella Iam sorry to disappoint you but MEPA has no consideration whatsoever whether it is the north, south east or west. At H'Attard one comes across building sites were they chase channels, cut concrete blocks with all the alumina dust flying allover the place, and also demolition of building in a very roughshod way to the extent that one has to be extremely careful of stone slabs flying around. Damage to third parties, maiming and killing persons, never mind that because the local law courts will decide about that in the coming fifty years. Oh I forgot the developer/builder are supposed to have an insurance, covering themselves not third parties. One time I had a very nasty accident damaging my property to over LM 6000 at that time, when I phoned the contractor's insurance I got a very polite answer from the insurance agent, you know what? " I could care a f???? about I am interested in the contractor" and mind this was in the news at the local media.

FAA is right MEPA enforcement in the south is shamefull, I even reported this affair to the office of the Chairman, A building is being demolished in Triq Villabate no dust containment with the result that the street is full of fine dust and a friend of mine had to take his daughter ti his brothers house as she suffers from breathing abnormalities, had this happened in Sliema lo and behold MEPA would have come down on the owner and contractor like a ton of bricks.But not Zabbar not the South.We are third class citizens maybe we do not pay our taxes like the others in Sliema and St Julians.Shame on MEPA and it's administration.why does MEPA allow architects to first apply for a little thingn after the notice is fixed to the site a new application is made for a full development and the nieghbours are not awar of these applications and thus cannot object or ask for safe guards.SHAME

It is shameful of FAA in picking and choosing which residents should be protected from the nuisance of scrapyards.Hompesch Steel in Fgura /Zabbar is just as bad.All the features attributed to Gasparell scrap yard are present at H.S.and close to the two Housing Estates in the vicinity.Imaterial licenced or not. Ref. to PQ 19833 dated 22/06/2006. HS produces 74.7dBA noise level .The envornment minister of the time promised the closing down of the offending yard.

Couldn't agree more with your comments. Living just a few streets away from this site is a mind trashing experience...woken up at 5.30 am at the sound of crashing and crushing metal everyday, even on public holidays and Sundays (mornings only) is no joke. Keeping up with this noise till 5 pm is a feat deserving a medal of honour. The dust situation is unbearable and I wonder what we are inhaling. All this is topped up with the burning of tyres and plastic and the occasional explosion that blows the wits out of you. Most might argue why take up residence next to a scrap yard... what else would you expect? All this started well after people built their homes in the area. Needless to say pre election promises by both parties on the relocation or closure of this site vanished into thin air. It is up to you folk to draw up your own conclusions.
