Administrative committees
With reference to Charles Micallef's letter Committee For Qawra And Buġibba (April 1), the parliamentary secretariat responsible for local councils has already explained that Qawra and Buġibba could not be considered as hamlets of St Paul's Bay because they form the biggest part of the town. Without Qawra and Buġibba, St Paul's Bay would be considered a relatively small town, almost a hamlet of Qawra and Buġibba. The localities allocated an administrative committee were chosen following an intensive consultation process carried out with regard to the local councils' reform. Article 47A of the law regulating local councils specifies how, in the future, other localities could be given an administrative committee.
We would be willing to meet Mr Micallef to explain in detail how the localities were chosen and why Qawra and Buġibba cannot be considered as small localities.

The locality of St Paul's Bay is made up from 6 small hamlets,so to say. St Paul's Bay, Xemxija, Bugibba, Qawra, Burmarrad, Wardija and one single road in Bahrija. At present the population is between 18,000/19,000 residents. Keeping in mind that in Bugibba /Qawra there are about 8,000 residents in my opinion, the explanation given by Dr Christ Said do not hold grounds.

Please allow me to point out that although the Mayor of SPB Council, is extremely efficient in the execution of her duties bearing in mind, the limitations of funds available to her as well as the poor state of affairs left to her by the previous council administration.
As far as one can ascertains, the problem is that the area is too vast and substantially populated to be controlled by one District Council.

While thanking the Policy Coordinator for replying to my letter, I assure the writer that I will be contacting her in view of setting up a meeting. However I would like to point out the following
The explanation that the parliamentary secretariat claimed that they have provided never filtered to the residents of these localities and certainly does not seem to solve the problems of total negligence that exists in the area.
It is very clear to all that Qawra and Bugibba have become the poor relations to St Paul's Bay as can been seen by the poor state of affairs that they are kept in, especially when compared to the village of St Paul's Bay.
I can also assure the Parliamentary Secretariat for Consumers, Fair Competition, Local Councils and Public Dialogue, that all the local residents and business fraternity are looking for, is to instill proper management and pride within these areas, and if the present administration chooses to give the area, its own local council, they can be assured that this will work in favour of the residents of Qawra & Bugibba.
