It is OK to comment on the Times about Mr. Law Breaker, the Warden, but if it was I, I would report the bike's number and the time. This way they would have to fine him. It is called something like (probably not) citizens’ arrest.

And he/she is priveleged not to be charged with a traffic offence. It would be very interesting to know from the Wardens' Company as to how many wardens were booked for traffic offences. Most probably none.
