The Prime Minister announced in Parliament that there would be a Governance Board that would have the authority to evaluate and recommend decisions about any complaints that might arise regarding inadequate administration on a local council level. Answering a Parliamentary question by Anthony Agius Decelis (PL), Dr Gonzi said a local council's executive secretary operated in the public sector and was therefore subject to scrutiny of various entities, including the Attorney General and the recently-created Administrative Tribunal.

Meanwhile, Transport Minister Austin Gatt has said the Transport Authority was taking steps against 21 local councils because they had started work before obtaining the approval of the Transport Authority.
