Hop, skip and jump

The report on the much needed reform concerning the local wardens was most welcome by all. So, they will now educate and warn wrongdoers, we were promised.

On March 15, late in the afternoon, somewhere in San Ġwann, a couple of plainclothes wardens were enjoying the traditional hide and seek game in the vicinity of a money-making skip... and they enjoyed it too. A man was moving towards the skip and to his amazement, it was full, so he put his garbage bag next to the skip, knowing it would be collected soon.

Surprise, surprise, he was pounced on by the people playing the game.

The man suggested he take the bag back home but the warden insisted it should be left there as it was too late. I quote: "I saw you put it there and it touched the ground. If you contest this citation in the tribunal I will be there to testify and you might even have to pay double the fine!"

So the citizen pays the fine but the bag was (forcefully) left there. Who won the game?
