I refer to the letter by Leonard Jackson on the late issue of utility bills (February 25). This has been a problem due to an aging billing system, the system requiring extensive effort each time changes in tariffs or tariff structures were announced.

In mid-2009, a decision was taken not to customise the old system further, in light of the intention to replace it with a new billing system. At the beginning of this year ARMS Ltd, on behalf of both Enemalta Corporation and Water Services Corporation, started issuing bills with the objective of gradually reaching a customary two-monthly billing cycle.

The new system will ensure that the late issuing of bills will not re-occur in the future. In addition, the installation of smart meters will ensure that bi-monthly bills are issued on actual, rather than estimate readings.
