Why not an open-air Parliament building?

Many Maltese, including "local artists of international repute", appear to be objecting to Renzo Piano's plans for an open-air theatre on the former Opera House site.

May I suggest a compromise? Why not go ahead with the plans, but instead use that space to house Parliament instead?
