Updated: Education Ministry denies MUT claims
The MUT is concerned that Dolores Cristina has too much on her plate.

The Ministry of Education insisted this evening that the education sector would continue to be given the attention it deserved, despite the additional responsibilities given to minister Dolores Cristina during last week's Cabinet reshuffle.
The minister last week was given additional responsibilities for social policy.
Replying to a statement issued in the morning by the Malta Union of Teachers, the ministry denied that its meetings with the union had become infrequent, but said that it was normal practice that no meetings were held while industrial action was in force, as was currently the case.
The ministry also pointed out that the MUT over the past few days turned down invitations for two meetings with the Joint Negotiating Team of the Ministry of Finance.
The union officials were abroad on Friday, when the first meeting was scheduled, and turned down an invitation for a meeting last Monday.
The ministry also denied MUT claims that correspondence was not answered and decisions were not being taken - pointing out reforms in the education system over the past few months.
The MUT in its statement had expressed concern that the addition of more responsibilities within the ministerial portfolio of Dolores Cristina may have negative consequences on the Ministry of Education.
The MUT said the education sector already had long-standing problems which never seemed to be solved.
Talks between the union, the ministry and its directorates were becoming rare when they should be a regular feature for the smooth running of the sector. Even correspondence from the union was not answered.
The union said the creation of the Colleges system had brought about major change and many did not know where they were heading. Heads of school did not know who they were answerable to, and many teachers felt frustrated because of added responsibilities, for which they were not paid.
The union appealed to the Prime Minister to reconsider his decision to impose more responsibility on the minister.

Silence at the Ministry of education has nothing to do with changes or ministers. It was always a bureaucratic strategy ,out of tune perhaps,but true. This silence business arises out of mentalities and not events. So even Ministers have to face it. Whose strategy is it ?

All the Ministry of Education etc etc etc has stated in its reply to the MUT is that ' the Ministry denies everything' One thing is however sure. Eversince Dolores Cristina took over this Ministry from her predecessor and excellent Minister Dr. Louis Galea, the relations between the MUT and her ministry have always been tense. There must be something wrong somewhere. Minister Galea had been Minister of Education since 1998 and relations between the then Ministry of Education and the Teachers' Union have always been excellent.

all i know is I've been asking the ministry to answer questions of injustices against me, questions i've raised in the media, questions that included why teachers' net income were grossly misrepresented, i've written to Dr. Chris Bezzina and Micheline Sciberras and the education dept's legal adviser, Mr.Stephen Zammit --------------- NEVER AN ANSWER! THEY DONT EVEN DENY THE CHARGES i MAKE! I've asked the permanent secretary why I haven't started getting an adjustment to my MA allowance ---- the ministry's [policy is SILENCE------ and silence to an accusation is an admission of guilt!

The Tourism sector does not depend solely on the skill of its ministry.....There is such a thing as trend, there is also the amount of disposable cash in the hands of potential tourists, there is also the degree of effort of the people in the business, the level of service and the value for money the country offers compared to its competitors, the degree of cleanliness of the roads and parks, the proper maintenance of the country's infrastructure. These are all things that the tourist notices and these things are passed on to hundreds of potential visitors by word of mouth. The expenditure of millions of euros to advertise and promote Malta as a desirable destination is diluted by the bad behaviour of money-hungry people the tourist encounters when he gets here. Rip-offs by unscrupulous people does the most harm; no visitor, however well-off he is takes rip-offs lightly and he is bound to spread the word. Lack of mere civilities, arrogance and shabby treatment of tourists is a no-no. Today, the feedback from tourists is posted on the net and potential tourists read this stuff and give it much more weight than adverts selling Malta.

I wonder if whoever at the MUT issued this comment had the blessing of all members. Is the MUT, now, prepared to help the Minster in her task? We know she is dynamic, but spokes in the wheel help no one.

Unfortunately Dolores Cristina is another mediocre Government Minister and giving her additional responsibilities either shows Gonzi's lack of concern on the future of education and social services or else he has none better - in other words he's scraping the barrel and we have to make do with such mediocrity until there is a change in government - hopefully later this year.

This 'overheating' of roles, through the massive overloading of responsibilities of single individuals as other competent persons sit on the side-lines and stare, is a reflection of how, in my opinion, proven basic management principles have been abandoned from grass-root level upwards.
This can be seen when dealing with most departments run by Government. For many years I put this was down to a lack of knowledge of said basic principles.
As time went by and as I noticed how power-pockets benefitted from the resultant short-circuiting of systems, I have started to have my serious doubts as to wether this was intended or otherwise.
Take tourism. a massive element of our wealth creation...need I say more...

Most of the ministers have too much on their heads, and it is impossible to dedicate quality time to each and every sector they direct; with the obvious consequences that many things in the country's interest are either delayed or forgotten.

So MUT is complaining that "many teachers felt frustrated because of added responsibilities, for which they were not paid." and from their complaint it seems that if Hon. Cristina did not have the will of serving her country in this difficult moment that we are going through she would also complain "of added responsibilities, for which (she is not being) paid."

I believe that Mrs Cristina's plate is extra full. The Prime Minister should consider to appoint a reliable Parliamentary Secretary to take care of employment and other social policy issues placed in her new portfolio. It is a pity that culture has been removed from her portfolio!
