Joseph Muscat is clearly keen on keeping Alex Sceberras Trigona as international secretary. The fact that the latter was not contested in the recent general conference and the support shown by the delegates is ample proof that Dr Muscat wants to appear progressive while maintaining the old guard at the forefront. Isn't this giving the public conflicting messages?

Or he might think the secret treaty with North Korea and the Foreign Interference Act, two memorable gems of Dr Sceberas Trigona's stint in the Mintoff government, are a certificate of his democratic and progressive credentials and thus a guarantee of Dr Muscat's future progressive (or moderate?) governance.
