Support for Maltese publications

Five publishers have been presented with a financial grant from the National Lotteries Good Causes Fund as a contribution towards the production of educational, scientific and history books by the Minister of Finance.
Minister Tonio Fenech expressed his satisfaction that the fund could support Maltese authors who, through their extensive research and dedication, contributed additional knowledge and value to our society.
A total of €1.5m were distributed from the Good Causes Fund throughout 2009 to social, education, cultural and sport causes.
The beneficiaries supported for their book productions are:
· Nathalie Anne Vella Portelli for the publishing of a number of educational books in Maltese to encourage paired reading to children and adults;
· The Entomological Society of Malta for the Publication of the Scientific Journal;
· Joe Smith for the publication of “Survivors, Ageing Population of Birgu”;
· Joe Zammit Ciantar for the publication of “Il-priedki bil-Malti ta’ Ignazio Saverio Mifsud”; and
· Mgr Anton Saliba for the publication of a number of educational books in Maltese.

Isn't the Community Chest Fund a good enough cause for transfer of funds from the Good Causes Fund?
I feel it is. At the end of the day, as you said so yourself, it is from the lotteries' income, and it is thePeople's money being transferred back for good causes within the Communmityu.
That is what the Community Chest Fund is all about.

@Mary Mizzi Re Good Causes Fund...this has nothing to do with the Community Chest Fund - but as a former beneficiary (after having been refused twice) I know there is a well-established set of rules available on finance.gov.mt, you have to submit an application, be evaluated by a committee, and submit receipts. However, I believe its scope is very different from CCF. CCF supports, you know - children and other people with rare diseases, conditions etc - ; the good causes fund supports these type of publications, restoration of historical places, organisation of cultural events, and so on. It is managed by the minister of finance simply as money - as the name implies -comes from the lotteries' income, which is administered by the finance ministry, so I cannot see any sense in allowing the president to manage it.

@ Mary Mizzi - With all due respect, I have now had it up to my eyeballs with this nonsensical farce of referring to the 'people's president'! What 'people's president'? Surely he was not elected by the people; he was elected by Nationalist PM Lawrence Gonzi; there were surely presidents before him who did splendid work in their own way - so why start all this fuss as soon as the present President is mentioned? For goodness' sake, give it a break! He's human, like the rest of us!

@ Mary Mizzi Good question you asked: Why not consider merging the National Lotteries Good Causes Fund with the Community Chest Fund? Simple answer: Because otherwise the Hon. Minister will not have goodies to distribute where they will have the most positive political impact.

How does one make a claim with the National Lotteries Good Causes Fund ?
Who considers such a claim and on what grounds is itaccepted or refused?
With the Community Chest Fund there is an identified procedure that is followed and under the Chairmanship of President Abela , one looks optimistically at the accountability and transparency promised.
It would be a fund for all the people by the people managed by the Head of State, the people's President, where all calims will be evaluated with due responsability and fairness.
Why not?

And to whom one is supposed to turn to for their work of many years of research in a particular Maltese historical subject to be published, when most publishers, foundations and other institution turn you down for possible sponsorship by claiming that its not a profitable financial endeveor? One can understand that an investment by private publishing firms need to be sustainable, so where else can we look? Although a subject of Melitensia, if the particular subject is not a widely popular topic locally, then you might as well pack up and give up. Or take the possibility overseas!
