The White Paper on health reform aims towards the gradual dismantling of the public health care system.

The document continues to reduce access to free health care.

The paper indicates that the ultimate aim is to have primary health care service in private hands.

We don't agree with a neo liberal reform to the health care system and, therefore, urge the government to maintain primary health care in public hands and free.

On a positive note, the doctors' centralised network, proposed in the White Paper, is a step forward. The centralised network allows doctors to make appointments and have access to data files. This initiative will improve the present state of the public health service offered, but it should not serve as an excuse for the privatisation of the service.

It would make more sense if the government invested heavily in primary health within the community instead of relinquishing responsibility. The government is also responsible for the improvement of working conditions within this sector and should consider increasing graduates' obligatory internship period within the public health service.

Public health should remain a free, universal service. The primary health care offered at public health centres is essential and should not be downsized because of other considerations. Żminijietna believes that "means testing" dismantle the universality of free public health.
