Proposals to preserve ancient tombs on new hospital site still awaited
The authorities are still awaiting proposals from the developer of a private hospital on how best to preserve prehistoric tombs found on his site near Zejtun.
A number of rock-cut tombs were found on the site of the planned new Saint James Hospital last year.
Education and Culture Minister Dolores Cristina said the Superintendence of Cultural Heritage had taken the necessary action to safeguard the find. Talks had been held with the developer and with Mepa on ways to preserve the tombs without hindering the development.
She said the Superintendence had not yet received the developer's proposals on preserving the site, although construction work has been stopped.

You are right, it is an ODZ development which many objections were raised against it, but MEPA did not listen. Apart from the fact, that the exact site was one of the few WWII Search-lights installations. Worst still is the negative ecological effects that this large hard-surface area will have on the ecological sensitive and important Wied Zring as classified by the MEPA Structural Plan.
One should also note that along tal-Barrani Road, some 300 meters away from this site other Roman tombs were found. So MEPA should classify the area of Tal-Barrani as a site of Archaeological interest.

I think that the goverment should buy the land from the developers, at the current market price, and after stop the permit, if the site is worth protecting, as easy as that.

From the picture it doesn't look like there is much in the way of buildings in the foreground. Perhaps it should stay like this and the area be protected from any buildings. MEPA have yet to make one sensible decision, maybe now is there chance to do so by not allowing the development of this hospital in this particular area.
