Still no sign of energy-saving bulbs
I wish to express my concern at the way I have been treated lately with regard to the supply of low consumption bulbs, where I was completely forgotten as regard the sending of the letter to collect these bulbs.
Whereas my son who at that time was living in the same house as mine, owing to his purchasing and subsequent transfer to another property, was duly sent the form, and he was able to collect his bulbs, to date I am still left with nothing. I am constantly changing my light bulbs to low consumption bulbs as well as LEDs at my own expense, and this is costing me a lot of money.
I feel that five bulbs, albeit not much, should alleviate the expense to a certain degree.
I did raise a complaint during the time that complaints were being entertained over the phone, and I was promised that after October all complaints were to be looked into; however, to date, I have received nothing at all. I tried to phone again on the complaint line but (as expected) this line seems to be forgotten, unmanned and never answered.
What else can I do but to raise an official complaint via this newspaper in the hope that some officer in charge will take heed of it?
Should there be any need of contact, this officer may take the opportunity of contacting me via this newspaper and this would be highly apprec-iated.

Dear Mr. Martinelli,
You did not quite understand my letter. My son received his bulbs on his address and not mine. The only problem is that he received his bulbs on his address and the letter was sent to him c/o my address. I still have my address and I received nothing at all. I think there is one question that has to be answered in this case and this is WHY? This should put your mind at ease that there is nothing fishy behind all this. We are speaking of two different accounts here and I suppose that they should both be furnished with bulbs, and not just one!
But thanks for the comment as this has cleared any problems for the "officer in charge".

Mr. Mallia, from what I understand, the bulbs were indeed issued to you, except that your son has them.
If I am not mistaken, a number of bulbs were distributed to each household address and since your son was living with you, he received the bulbs which rightfully belong to you.
Your complaint should not be directed to some "officer in charge", but get your son to return the bulbs to you and let him apply for the freebies at his new address.

In my opinion, the Government should change the policy how the bulbs were distributed.
My son moved to an apartment more than seven years ago. All his water & electricity bills were all on his name. When he did not receive the notice to collect the bulbs, he contacted the Water Services Corporation where he was told that on the bill the number of persons was "0". and his share was given with my account. The reason behind this was WSC updated their database without informing John Public to update his records with them. My son, change the name of the previous owner to his own. Then, I ask is the Identity number not enough to verify if the owner has another property? I pretend that when my son registered with WSC he was automatically removed from my account.
Finally, after all whether you have one or more properties registered in your name, the service charge (which we used to call it Meter Rent) is paid for all. Therefore, it is only fair that the free bulds are given to all registerd clients of WSC.
