During a recent Budget post-mortem programme on television, Minister Tonio Fenech was asked several times to state the reason/s why water and electricity bills - both industrial and domestic - are not issued regularly, say every month or two months.

Everybody seemed to be in agreement that this would help businesses and families plan their financial expenditure better. I think he sidetracked the issue completely or he may have said that this did not fall within his area of responsibility. Bottom line, no answer was given.

So I hereby ask the question again, either to the Minister or Enemalta chairman: "Why?"
