Wardens busy doing absolutely nothing

Recently, I had to drive by the Balluta waterfront towards Spinola. At the section directly opposite the San Ġiljan Waterpolo Club there was a lifter working in an area of the Park Towers complex, with a warden looking around, I repeat looking around, and presumably on duty.
There was rather heavy traffic coming from Spinola and also heading towards it. The lifter was blocking half the main road, hence the need for a warden service. The warden was busy looking up at the lifter, on the shady Park Towers side; he was not controlling the traffic but busy staring elsewhere.
When I finally reached this gentleman, I asked him what his job was, when he should be seeing to the traffic. Believe it or not, he simply walked away towards those operating the lifter; the traffic was left unattended while we drivers were blowing our tops off wondering why this warden had, in the first place, been sent for.
His services were useless, as is usually the case whenever wardens are involved.
It is evident that the present warden company needs some competition and the earlier we have this the quicker will the public have at least a choice. The present service offered is simply a waste of time, energy (not the wardens') and our money.
These people might do a better job if employed elsewhere, in something more productive and controlled. These wardens are not controlled and, hence, get away with murder!
