Who, exactly, will be eligible for assistance to buy a solar water heater?

The solar water heaters scheme will be limited to: •
families entitled to the energy benefit; •
those who receive supplementary assistance; •
families entitled to fixed children’s allowance, namely when their income is less than 23,923 euro; •
all Gozo residents to continue strengthening the eco-Gozo concept; •
low-income families; and •
first-time buyers buying a property whose value does not exceed 120,000 euro. The grants on solar water heater systems will be 40 per cent of the expenditure, up to a maximum of €560. The project will be spread over three years, and it is anticipated that in the case of the solar water heater systems, around 2,500 families a year will benefit.

Last year's scheme hasn't yet been implemented. I've bought my solar Heater in February, andyet no Euro 450 refund! Still waiting for it! But I won't be holding my breath!

The eco-Gozo concept is definitely a step in the right direction and should be championed all the way.
Nevertheless, can the eligibility of “all Gozo residents to continue strengthening the eco-Gozo concept;” be interpreted as constitutionally discriminatory vis-à-vis Maltese residents?

no tony, because pensioners are supposed to have build their nest eggs!! Don't you realise that these schemes are gimmicks designed to sound nice but to reduce eligibility to the bare minimum with so many non-eligibility clauses. Is this the way to encourage people to protect their environment and get people to switch away from fossil fuels!!? Albeit Mr Gonzi has other measures to get us to switch and they are called tariffs, taxes, reviews and some more taxes in-between - some hardcore party members have been tempted to call this a reasonable budget and they forgot all the electricity, water and gas fees we have been additionally burdened with throughout the year. And what about that nasty tax on plastic bags??? If I go to buy a loaf of bread they want to charge me 10c for a plastic bag...
