Mepa schedules Wied Ghajn Zejtuna
The valley, known as Il-Wied ta' Għajn Żejtuna, at Santa Marija Estate in Mellieħa has been scheduled by the Malta Environment and Planning Authority for the protection of its biodiversity and natural heritage.
Mepa explained that the valley-bed still sustains a permanent and constant flow of freshwater which springs from the Mellieħa perched groundwater body at the interface between the Upper Coralline Limestone Formation (Mtarfa Member) and the Blue Clay formation.
"Apart from its ecological importance, the valley imparts a significant degree of aesthetic value, having an important containment role to play-to avoid the coalescence of the villa development, a role that should be preserved to safeguard both the intrinsic visual aspect and the hydrodynamic function of the valley-bed," Mepa said.
Part of the valley supports a semi-natural woodland consisting of mature Aleppo pines (Pinus halepensis). This semi-natural woodland merits protection not only as part of the whole valley, but for its distinctive ecological importance both in terms of watershed protection and intrinsic values, the Authority said.
The watercourse and immediate banks are scheduled as a Level 2 Area of Ecological Importance (AEI), in line with Structure Plan policies. The semi-natural woodland (Aleppo pine copse) is scheduled as a Level 2 degree of protection.
Mepa said that although the valley is located within the development zone, physical development will be limited to the maintenance of existing structures that are already covered by a development permit. Proposals for bungalow development adjacent to the scheduled area will need to include a block plan showing the delineation of the rear property wall aligned with the scheduling boundary, and the scheduled part of the site retained in its natural setting.

For those who are against the Tal Brag area of Mellieha being handed over to 3rd parties for development, you can place your objection via MEPA web site - PC00046/09

Well done MEPA for scheduling il-Wied ta' Ghajn Zejtuna. Action deserving everyone's appreciation. The Ghaqda Residenti SM Estate and the Mellieha Local Council should also be congratulated for their initiatives towards this positive outcome. What about 'Tal- Brag' area also in Mellieha. A letter in The Times of 31st Oct. showed a picture of this area and the reasons why this should be left intact. Letter is found in this address: http://www.timesofmalta.com/articles/view/20091031/letters/will-construction-ruin-more-open-land. One should emphasize that this is GOVERNMENT Land. How a PC application for "Proposed building heights and road layout..." has been put forward by private parties is not understood. Was the land transferred to private owners? If this is so, it goes against what Parliamentary Sec. Jason Azzopardi is currently implementing. This is what he said to the Malta Independent yesterday: “We are a country with limited open spaces, and therefore what belongs to the public should be available for the public to appreciate. The action that we have taken over the past year-and-a-half has led to a change in mentality in this regard." I trust in Jason's honesty and commitment towards this shared goal. Hope it will impact positively the fate of Tal-Brag at Mellieha.

TWO WIEGHTS AND TWO MEASURES! MEPA IS FULLY AWARE THAT SANT' ANTNIN VALLEY IS PROTECTED AND SPRING WATER FLOWS UNDERNEATH THE VALLEY INTO 'IL-MAGHLUQ' FORMING PART OF RIVER GARNAW. IN THIS CASE MEPA COULD NOT GIVE TWO HOOTS INSTEAD GAVE PERMISSION FOR THE ENLARGEMENT OF THE SANT’ ANTNIN RECYCLING PLANT. ONE DAY MEPA HAS TO ANSWER FOR THE MOST VITIATED, MANIPULATED PROCESSES EVER IN ITS HISTORY. TRULY ONE OF THE MOST BEAUTIFUL NATURAL VALLEYS IN THE SOUTH OF MALTA.

Credit where credit is due - well done MEPA for this at least. Wied Ghajn Zejtuna is a rich ecological and even though limited in size, it forms a small eco-system which is worth preserving. It is very encouraging that MEPA has recognised this. Now, what about the part of the Santa Maria Estate woodland which was bulldozed by the MEPA Deputy Chairman's project some two years ago? It was supposed to be reinstated but until some months ago it was still in a ravaged state. Has it been rehabilitated yet? Can we see some enforcement action on all the abuses in the area please?

After MEPA ruined Santa Maria Estate , first by changing from bungalows (a bungalow means you dont even have access to the roof) to villa with underlying garage, to 2 storey semi detached villas from the highest point of the plot ! Absolute Madness. Since SME is a valley, some villas are 4 storeys high . Just visit SME under Mellieha heights - its a shambles . MEPA RUINED MALTA , and has no idea about asthethics and town planning

let me borrow from Dion Borg plse MEPA.....too little.....far too late!! it seems the friends of friends have made enough money from the area now. it seems there is little scope to continue developing the area or better still the area has become unfeasable economically to develop. thus good political move to show the people that we care!! well done. shame on Dr Gonzi for insulting our intelligence.

Mepa may have failed to keep some speculators from destroying our natural heritage. But may have also succeded in safegaurding some beautiful sites. One sure fact is that the founding of MEPA made us aware of the value of our land. Us includes even those who in the name of social justice rode roughshod on private and public property in order to perpetrate house ownership, to become rich or to win votes.

I don`t know if you are a permanent residents or a visitor, but you have no idea how much MEPA has destroyed Malta`s beautiful countryside and Heritage areas all over the island. Just because it is going to protect this valley to make itself look good in the public eye, does not mean they are forgiven for allowing the ruin of the rest. They will probably give permits to build around the valley anyway, in which case pollution from built up areas will ruin the fresh water that is left in the valley. MEPA will never be forgiven for allowing Piano`s plans to go ahead in our Heritage City. Those permits should have been refused instantly.

Dear Brinch-Iversen,
Have you actually looked at Santa Maria estate recently, and its neighbour IL-Kortin,these purportedly designated "soft landscaping and low-rise bungalow " areas have already been destroyed as many mutli-storey structures have already been built or else are currently being constructed in these vicinities.What is Mepa saying about the other massive construction project intended for the Il-Kortin area(from Triq il-Kortin to Selmun castle area?) .It would be interesting to learn how Mepa define and determine the definition of a bungalow,which apparently can be more than one storey(but that's another story).Also what measures are the Mellieha Local Council taking to preserve what little greenery and open spaces we have left?

Well done MEPA! on providing protection to another of our valleys.
The whole area of Santa Maria Estate, needs to be kept as a "Garden zone", low rise bungalows, with soft landscaping. Lets not allow this area to be destroyed by property developers, only out to make a quick buck, with no consideration to the degradation of the area.
