Mepa finalist in European eGovernment awards
The Malta Environment and Planning Authority’s electronic application system has been placed amongst the finalists of the 2009 European eGovernment Awards by the European Commission.
MEPA’s e-applications system, which is accessible through www.mepa.org.mt, has been nominated for offering an outstanding practice in innovative services and processes that made administrations more efficient and effective.
Through this system, the authority processed development and environmental permits but brought together different platforms and technologies into one homogenous system which allowed clients to view application details, submit and pay for applications online and send/receive correspondence digitally, increasing participation, efficiency and transparency.
Prior to the winners being announced, MEPA assisted by MITA, will be making a presentation on its e-application system to a panel of independent experts in Malmo, Sweden between November 18 and 20.

Well done MEPA for this award, but please can any one at Mepa give the order to clean up its front garden?. It is in a total mess and a true eyesore to say the least. While you are at it, can you paint and mend the back windows. It seems that the only paint they had was when they were installed. One last thing, why some of these windows (Tal-Persjani) were removed and changed to ugly aluminum ones. Did Mepa give the permission to Mepa about these windows to be changed?

I never used the website so I don't know BUT I hope it actually does work because the previous EU award went to the customer care system in local councils that for months wasn't even working!!! :) Ps: Improvements have since been made to the customer care system at local councils at it is in fact working now!

Sometimes I wonder what we citizens expect from MEPA. An application for development can be approved, or turned down. If approved, the applicant is satisfied, but others might be satisfied or not satisfied. If an application is turned down, the applicant is not satisfied and others might be satisfied or not satisfied. So if MEPA approves, in 3 instances out of 4 everybody is satisfied. If MEPA does not approve, in 3 instances out of 4, everybody is NOT satisfied. It would follow that MEPA cannot satisfy all the people all the time but has a greater chance of satisfying people if an application is approved.

Let us be positive first. Congratulation to whoever thought out the system. But that is it.
Having an excellent application system is symply not good enough. It appears that the excellent service stops with the system, at least of what we have seen up to now.
The citizens would rather not have an excellent e-system which made it to the finals, but a system which continues this service until the very very end of the construction itself. That is what counts to the people. We have really lost trace of our priorities on this little piece of rock.

The people judging these websites, obviously have no clue at all about how MEPA operates.

One shudders to imagine what the "effective and effective" administration would be like without such "an outstanding practice" !
Why don't these people ask around instead of pushing pens from behind a desk? Perhaps then their conclusions would be more meaningful.
