When commercial interests come first

What does a small billboard have to do with a stone wall? Nothing unless you dismantle the wall to weight your billboard to the ground to stop it from being blown over.

That's just what an enterprising person has done in Qawra, right opposite the police station. Part of a low stone wall that skirts the garden next to bus terminus was taken apart and the blocks of stone placed on the foot of the iron-framed billboard planted in the garden. The result is a firmly though inelegantly anchored billboard and a low stone wall reduced to an eyesore in a very public spot. Is it possible that no regulations have been broken?
