Flight vouchers mislead on their real value

I am writing in relation to a Flypass voucher supposedly worth €50 which I received from BOV, redeemable on Air Malta flights subject to several terms and conditions. The first listed on my voucher reads as follows: "This voucher is redeemable from Air Malta Sales Office only".
Fair enough. If, in this day and age, the Air Malta website fails to redeem a gift voucher when flight tickets are being purchased online, then so be it. I am certainly not going to object at having to drive to the Air Malta sales office at the airport. Indeed, €50 is worth the drive!
However, what the Flypass voucher fails to list is the fact that flight tickets bought from that office incur a €10 charge as opposed to tickets bought over the internet. Considering the fact that one flight ticket to London is worth €84 (excluding all taxes and fuel surcharges) the voucher will only be redeemable if two tickets are purchased since the minimum purchase is €150!
This would mean a €20 charge on my flight tickets in order for the voucher to be redeemed!
While I fully agree with the concept that tickets bought online should work out cheaper than those bought from the sales office, I fail to acknowledge that my voucher is effectively worth €30 because of such charges, which I cannot avoid.
If Air Malta is willing to grant such vouchers, then it should at least agree to waive these charges.
Alternatively, it should allow voucher holders to redeem these vouchers online!
