At the time the British government awarded a tender to Camelot to run one of the world's biggest lotteries, with thousands of terminals all over Britain, I used to live in England and I followed the procedure with interest.

Several other heavyweights were in the running for such a lucrative business, including Sir Richard Branson. Here in tiny Malta we cannot even make up our minds on where to start let alone finish and get going. Operators who invested thousands of euros, with the backing of the government, are now facing a completely different situation.

As the English might put it, we cannot even organise a p... up in a brewery.
