Labour leader Joseph Muscat has described the Immigration Pact as ineffectual and accused the EU of not taking steps that would lead to real solidarity.

Addressing a delegation from the Bavarian Parliament, in Malta for a visit, Dr Muscat said illegal immigration was not just a Maltese or Mediterranean problem but a European problem that needed a European solution.

He said the EU rules relating to immigration were not working and if it had not been for the agreement between Italy and Libya, this summer would have seen many more tragedies at sea.
