Mepa restores emergency service
Mepa said today it had restored its emergency service for people to report illegalities regarding the environment. Reports can now be made on a single telephone number - 2069 9595.
"The Malta Environment and Planning Authority (MEPA) has introduced this new single emergency number to make it easier and effective for the public to assist the Authority in its efforts to curtail development and environment abuses around the Maltese Islands. Prior to this new service number the public was constrained to make use of four separate emergency numbers for different reports," the Authority said.
It explained that it had reviewed and evaluated the utility and effectiveness of its emergency services when they were provided under various call numbers and had opted to introduce the new, single number.
This new single 24 hour emergency number will cover pollution control, littering, nature protection, construction site management and illegal development.
The Authority had started providing a dial-in emergency service in December 2001 that covered weekends only but upgraded its emergency service to a daily basis in July 2004.
It was however criticised after The Sunday Times last Sunday reported that the service was suspended without the public being informed.
The Authority regretted any inconvenience which the temporary suspension of the service might have caused.

I can point MEPA to an established "public right of way" which heavily polluted with litter/rubble and is a liability for the unwary pedestrian, but I wont bother because MEPA will not do anything to rectify the situation anyway.

WOW!!!!!!!!! At long last some sense is being put into the whole situation of illegalities regarding the environment. I cannot believe our luck and I am not going to be the first one to report anybody because this is Malta and there is too much nepotism and I would not like to stand on anybody's toes. However WELL DONE MEPA. I just hope that for the sake of Malta, the Maltese and Tourism this will be a matter of a stitch in time.

If the times had said nothing about this, I am guessing that this 'temporary' suspension would have been perpetual.

ADT stopped the emissions test without informing anybody, not even the Minister.
MEPA stopped the reporting for illegal activities without informing anybody. We do not know whether this time the Minister knew. For all I know he did not know either. ( he would say he knew and it was only temporary!!)
The VAT department was subject to fraud etc for a long time and nobody knew about it.
Not even the Minister.
Common in all three instances. Somebody from OUTSIDE had to find out and report. Then, action was taken. Very efficient inside control indeed.
What and who is next? It is obvious to say this because it seems to be infectious.
Those in authority better pull their socks up because the time will come when they will have no socks to wear and they will be out in the cold.

I remember once phoning mepa so years ago (around 4 or 5) - they had a similar reporting service which was supposed to be anonymous. Was it really ?
When I phone the man who answered me at the other end of the line, after hearing my report, asked for my name. When I told him that the service was supposed to be anonymous, he started getting angry and quasi insulting. Tell me that we all wanted to remain so and that it was not fair, etc.. etc.. From then on, i've seen a wave of irregularities happneing just about everywhere in Malta and Gozo - but never reported it again. If MEPA is re-introducing the service with the same case officers or whatever they are called at the other end of the line, with that kind of attitude - you might as well not report anything (ie. unless you want the reported party fuming down your nose!)

MEPA has found a decent way out of this embarrassing situation. It seems it also managed to improve the original service. Let's hope that serious reports will prompt serious reaction from the authority.

Will the citizen trying to do his/her duty find that they end up, mysteriously, on the developer's hate list? Will he/she end up in court justifying the report they made?

Wow, a 24-hour reporting line certainly Implies a sense of urgency, doesn't it?
If I call, can I expect immediate action?
Or does the complaint just go into a pile, to be dealt with selectively, and whenever MEPA gets around to it?
