Formula One's governing body will announce early this week which of three candidates will replace BMW on the starting grid next season, FIA president Max Mosley said.
"Finally we got the final offers from the three most serious teams and in the next day or two, together with the due diligence people we'll assess them and then we'll pick one of them," he told reporters at the Italian Grand Prix.
"BMW-Sauber are one of the three but of course they are now effectively a new team because they didn't sign the Concorde agreement.
"The other two are Epsilon Euskadi and Litespeed."
Both teams were rejected in an initial application in June in which three new teams were accepted for 2010 alongside the existing 10.
BMW then announced in July that they were pulling out at the end of the year.
Britain's Litespeed have sought to revive the name of former champions Lotus and have former Renault, Toyota and Force India technical director Mike Gascoyne involved in the project.
Epsilon Euskadi would be the second Spanish team after Campos F1 had their entry accepted.
