Updated: PL education spokesman reiterates ICT tender claims

The first and second phases of the adjudication process in an ICT education tender are tainted, the Labour Party’s spokesman for Education Evarist Bartolo said.
He was referring to a government statement yesterday denying his claims of irregularity in the tender. The government said that the tender had not yet been given and it was only the first two phases of the adjudication that had been concluded.
Mr Bartolo said this afternoon that the process should be halted and investigated because companies which should have already been disqualified were considered to have qualified even though they had breached contract conditions.
In its reaction, the IT ministry insisted that none of the companies had appealed any decision although they had the right to do so and Mr Bartolo's involvement at this point was curious and unethical.
It said that while Mr Bartolo was insisting that some companies should not have been considered because they did not have the necessary technical capabilities, the complete evaluation of tenders was in the third stage of the process, which had not yet been concluded.

@ Joyce Aquilina Can't agree more!! Unfortunately I suspect that if there's a delay it will be used for political purposes. It's becoming a habit that who divulge any irregularity is the one to be accused or attacked.

I do not think that Evarist Bartolo forms part of the evaluation team. Even so he is insisting that the first and second phase of the evaluation process is tainted. Mr Bartolo if has any privileged information should go to the Police Commissioner with the evidence to investigate; anything else, Mr Evarist Bartolo and the PL are being irresponsible.
Mr. Mercieca, I think it is you that needs to read the article once again. Once again just to make it clear, if Mr, Evarist have any evidence that the first two phases of the adjudication process are tainted, then he should go to the Police with the evidence and ask for an investigation.

I can understand your concerns, however it doesn't justify irregularities, otherwise we'll be giving a clearanceto educationauthorities to ignore contracts regultions just for the sake that courses will start late. Things should be done in the ight order first

mr bartolo i know for surethat you are talking for our childrens good intersts but i hope this will not come to a halt like last year when the ict [mcast corses]started late and it was the students that suffered as they had to do their corses gas down,for example a subject which was supppsed to take 3 months they had to finish it in 1 month and they had to work till nearly the end of july

I think that what Mr. Bartolo is doing is to prepare for his final statement where he would then be able to say "Thanks to the PL, this contract at last has been clean", and make people believe that it was because of the PL that the contract was given to the correct person. Mud-slinging as usual.

Mr. Bartolo must understand that this is not the PL Siggiewi Club where there was not tender process and the MLP ended getting the property for 25 years and paying peanuts as rent. The government has made it clear that the tender has not been granted, plus Mr. Bartolo has not identified the 'preferred' bidder was one of those who should have been disqualified. Mr. Bartolo should explain why the processs should have been halted. I feel convinced that those who "should have been disqualified" as Mr. Batolo claims, will not be given the tender. Full stop.
