Planning for generation of micro-wind energy

There are environmental and economical benefits to be derived from the introduction of micro-wind energy sources. Environmental benefits can be achieved through the reduction of fossil fuel derived energy and associated reductions in carbon emissions and the eventual improved air quality. The development of micro-wind will generate economic benefits through the creation of jobs related to their installation and maintenance, and financial income due to supplying energy to the grid. Further they would help in reducing the national bill for supply of fossil fuels.

On the other hand, the installation of micro-wind turbines can cause visual impact, nuisance to surrounding receptors, and negative impact on populations of species such as birds and bats, if they are not properly located, professionally installed and maintained. Consideration to the better siting and location of the turbines is essential to ensure that the maximum benefits are derived while negative impacts are minimised.

Mepa has issued for public consultation A Draft Planning Guidance for Micro-Wind Turbines that to guides the siting of the turbines towards locations where possible amenity impacts can be mitigated; the benefits from the technology can be maximized; and to restrict their development in sensitive locations including habitats of sensitive species, visually sensitive landscapes, townscapes and buildings of architectural/historical importance and noise sensitive receptors. Mepa has published a proposed Planning Guidance for Micro-Wind Turbines.

This draft document, which is currently up for public consultation, can be viewed on website: www.mepa.org.mt and any comments or suggestions can be sent through e-mail address: microwind@mepa.org.mt by September 11.
