Ground fireworks are to come under new regulations.
People at village feasts would have to stand a safe distance away from ground fireworks if proposed regulations are adopted, The Times has learnt.
Sources close to consultations about new fireworks rules being held with fireworks enthusiasts and experts said there would be an emphasis on the safety of spectators during ground displays.
The regulations would impose a buffer zone between the spectators and the ground fireworks and limit the size of the fireworks.
The safety of "ġigġifogu" was called into question last week after 33-year-old Sandra Bartolo was seriously burnt when she was hit by a flying piece of burning wood the size of a football in Għaxaq.
Ms Bartolo was with her five-year-old daughter and was more than 50 metres away from the circling wheels of fire when she was hit. A Justice Ministry spokesman would not give specific details when asked about the proposed regulations, saying only that a holistic process to bring "more logic, more safety and better regulation" would also be addressing issues related to ground fireworks.
"This reform process has already resulted in a number of amendments to the Explosives Ordinance to raise the penalties for the possession, distribution, handling, storing, manufacturing and assembling of explosive materials, which were approved by Parliament last year," the spokesman said.
The amendments to the turn-of-the-century Explosives Ordinance came following a tragedy in March last year when an explosion in a residential area in Naxxar claimed the lives of 35-year-old mother-of-two Sina Sammut and Paul Camilleri, 47, who is suspected to have caused the explosion when he was illegally manufacturing fireworks inside his garage.
After the amendments were introduced, discussions carried on with the intention of introducing more regulations, also looking at ground fireworks.

if you consider well the ghaxaq square.. there is no where that she could have been watching the fireworks and was in a 50 meter range cause the ghaxaq square hasn't got any 50 meters spaces.. so either theres a mistake or they are exagerating the story. the best place so far 50 meter away from the fireworks would be behind the bocci club and playground there is behins the squre.
i also would like to know what kind of football sized piece of wood hit her cause no body explained this part

Com'on tell which fireworks factory let off fireworks after midnight. In which village? You can easily go to the police station and file a report. The permit to let off fireworks will be revoked. I am sure that this is a blantant lie and you will not come back with an answer.
This is just like the another person who said that fireworks contain 'gelatina'. He never came back saying from where to buy gelatina. This is obvious because it cannot be sold.
Yes this is ALL gem gem.

Maybe no one is forced to watch, but we are sure forced to HEAR!! And not only at midnight but at all kinds of unearthly hours!
And if we complain we're accused of gemgem by some empty vessel who makes (and likes) most sound!

On an earlier blog contribution of mine on this subject, I had pointed out the impending popular feast of St.Julians at the end of this month, and the common trend for spectators to stay along the railings just a few metres from where the fireworks display is let. Although the setting for such a display on the foreshore is magical, most of the spectators, particularly the many tourists who flock to this feast, are unaware of the potentially dangerous situation. May I therefore suggest that a reasonable area be cordoned off during this performance, and re-opened soon after, to reduce this risk; at the same time, adequate signage should be put in place by the organizers as a disclaimer to injuries. It so happens that, in this locality, there is more than enough space to enjoy this display, all along the promenade from in front of the Band Club towards San Giljan Waterpolo club. Please let's set an example - NOW!.

Considering the kind of mechanisms the ground fireworks incorporate nowadays, and the small squares where these giggivogu are being let off, these are causing danger not only to the public safety but also to the nearby buildings.
There are cases where new edifices regardless the thousands of money involved to accomplish, will be a subject of serious damages caused by hot ashes from certain explosions, this for the reason that ground fireworks has been let off from there since time ago. Time has come to remodel the law and to post pone ground fire works from the village cores to a more safety open areas.
One of the first prime moves towards this new direction was the feast of Santa Marija at Qrendi. Ground fireworks where ingeniously incorporated with the spectacular fire works display in the fields and where let off within a certain distance from the public.
This ensured more safety to the viewers, No damages to the nearby buildings and more pleasing to enjoy.

I'd like to see where the "buffer zone" will be in places like Fleur-de-Lys, where the display is set up at the end of Fleur-de-Lys Junction, c/w Psaila Street. Buildings (including a school)surround that area within a few metres.
I'm sure this is not the only case.

'things are going into extreme and are being exagerated' - my foot. How can we go so low and absurd at passing certain comments. Lets just face the actual truth and allow the authorities to act diligently. Both fireworks and ground fireworks are dangerous. I love watching them - but I prefer putting my safety and the safety of my house before all. I just hope authorities will also take fast action for the horrendous noise pollution fireworks are causing.

THE ONLY REGULATION NEEDED IS WATCH AT YOU OWN RISK!! no one is forced to watch the display for sure. another thing if one stays underneath the raddiena it is safer than 50m away since when there are flying pieces of wood or "funtana" they always fly up.

As it is a must safety has always to be 1st priority. But I think now things are going into extreem and are being exagerated. One has to learn that with every piece of ground fireworks there always writen DANGER and ENTERING AT YOUR OWN RISK. I think this is absurd to say about all these regulations as if they will enter into force no pieco of ground fireworks can be let off. Tell Me where all those hundreds of spactators will stay watching/ On the roofs? Concidering the small squares and streets We have in Villages. Its always good to put safety 1st but everyone has to be realistic.

It is not only the spectators that should be taken into consideration. There are houses surrounding the squares where these fireworks are let off. Friends of mine have often had to contend with fairly serious damage caused by hot ashes and more landing in their garden. In fact they have to lock themselves inside during the display. Distance from houses ought to be seriously considered.

About time too . Why do we have to wait for accidents to happen before taking action. Cannot the health and safety unit be proactive and anticipate potentially dangerous situations. Of course after serious accidents happen we are all the wiser.
Incidentally it is not only smouldering and burning wood and paper flying in unexpected directions we have to consider but also the toxic fumes emitted. In a recent festa I attended this summer because of a lack of a normal summer breeze the narrow streets in the neighbourhood of the church square were filled with lung wrenching fumes which made breathing difficult especially for those who suffer from asthma or other breathing problems.
Ground fireworks are beautiful to watch but letting them off in enclosed church squares for obvious health and safety reasons should no longer be allowed.
I have attended Guy Fawkes fireworks displays in the UK and safety precautions taken there are stringent and wide ranging including firefighting units on site.
