Boy, 13, in danger
A 13-year-old boy from Mosta is in a critical condition after he was trapped between a van and a wall at a service station in tal-Balal Crossroads, Naxxar. He is currently undergoing more medical tests.
The police said the van moved forward sandwiching the boy between it and the wall. The accident happened at around 3 p.m.

Petrol stations are a potential hazard to both pump attendants and drivers - fire, explosions, and so on. No children should be allowed running about, not even the station's owners children!

Dear Mr Cutajar , what a coincidence.
The Dockyard Dockarm tragedy was an engineering mistake by the unqualified people who decided to attach the dockarm to the upper lip of the China Dock, which meant to take the MULES to pull in the ship into the dock. These mules required a tensioned upward stress, while the dockarm required a tensioned outward,downward stress.
Unfortunately someone misinterpreted the position of the maximum stress line in the concrete lip. There was plenty of steel reinforcements and concrete, but all in the wrong places and so the design did not covered the requirements for the dockarm. Even Foreign consultants tested the arm very wrongly!!!
Signs of failure were showing TWO YEARS before the incident but only my sharp eyes detected these clues. THe dockyard photographer who was with me was so amaized when I pointed all the clues to him.

while appreciating your great sterling contributions in conducting your investigations vigorousely AS you stated quite clearly vis a vis 'some lawyer would find a hole in the system ' it seems so logical that I find myself desperately bemused by certain concluded cases' conclusions SINCE I never had the time to delve deeply in cases which really begs lots of answers to lots of questions
Interestingly I did work during costruction(EXCAVATIONS PHASE ) on dock 6 originally Red China Dock
Had the opportunity to be involved in some job or other at the drydocks only last December I THOUGHT WOULD BE MY LAST GLANCE AT THE DOCKARM PLACE /where obviously to this day I still ask QUESTIONS regarding the dockarm tragedy

Dear Mr Cutajar,
Over the last 45 years, I covered many technical cases in courts. PowerStationShutdowns, DockyardDeathCases, WeldingDeaths, Electrocutions,The Dockarm Case, TheSaveOnCase, ShipIncidences, and at present I am working on an interesting engineering case.
I think I am qualified, and go in great detail, BUT IT IS ALL IN VAIN. because some Lawyer would find a twist and a "hole" in the law where an Engineer and other laws become useless.
I met a case where a car already on a roundabout (it had the right of way,) was hit by another car entering the roundabout( it had no right of way) The Lawyer suggested that the man on the roundabout had the right of way, but insisted that he had no right to KILL the other person and should have stopped when he saw him coming!!!!!! A DOUBT which cannot be defended wins the case!!

IS it legal to ask the powers that be ;
does the public has a right to ask for the proficiencies of the experts when examining road going vehicles in accidents and where can one have access of reports of these court experts after cases had been concluded?

did the van in question truly had a proper functioning and efficient handbrake? What reading IN HANDBRAKE EFFICIENCY its last VRT showed ? and What is it now at time of incident ? A great pity indeed if it was a case of "forgot to pull the handbrake sufficiently "

Was there no driver in the van? If there was, and the van moved forward, the driver would have seen the boy. So I tend to conclude that the hand brake nor the gearbox was not engaged. Such a pity. I guess this carelessness must be pointed out to the driver that "parked " the van!
