One area that badly needs cleaning

The filth and grime there are along the pavement and the road are utterly disgusting. The pavement is black (original colour cannot be determined, please note) with oil from leftover food residues from catering establishments in the area. Littering is a free-for-all here at any hour. I wonder how many fines for littering have been issued by our environment-caring wardens, who seem totally obsessed with illegal parking (easier money with parking tickets maybe)? And there is also a strong whiff of drainage in the area at certain times (discarded oil in the system, perhaps).
I encourage the local council to ensure that the catering establishments here at least power-wash the area once a day and the old dilapidated house with the crumbling façade near the bus stop should be covered in some way.
Come on, hundreds of tourists pass along this area daily. Why shouldn't it be kept very clean? Is it too much to ask for? Now that another fast food eatery will soon open up in this area, the filth and cockroaches are bound to increase, unless, of course, the local council shows its mettle and insists on everyone to do their bit. I'm sure it can be done.
