Mepa defends Qala permit
An impression of the Qala development.
The Planning Authority insisted this afternoon that a permit it had granted for a redevelopment on the Qala promenade was in line with its policies.
The development is in property known as Ta' Xerri il-Bukkett.
Mepa said it was not true that the area was an Outside Development Zone. This, it said, was a Category 1 Settlement, for which there were specific policies which were different from those for ODZs. The policies for this site were fully respected.
The authority said the new development could not be higher than two storeys from road level and terracing at the back and the sides had to follow ridge edge policies.
The authority said the development application was approved at reconsideration stage as several changes were made from the original proposal to address negative points.
The project was discussed several times in public meetings and neighbours had the opportunity to make their arguments.

Too many instances of this sort of thing keep repeating. We all know why these things happen: some people are getting rich at the expense of the whole community. Perhaps rather than asking the auditor to investigate these decisions we should seek an authority that can probe the movement of capitals. Perhaps we should insist that people in authority are oblidged to have their bank accounts scrutinised by an auditor.

In its weak defence of this scnadalous decision, MEPA failed to state that the permit had been refused before. Who is right. The Mepa of yesterday or the Mepa of today? The developers are the Xerri brothers. Their other brother is the vice mayor of the Nationalist controlled council.
Before the last general elections, MEPA issued a scandalous permit allowing speculators to build 2O villas on the slopes of Ramla l-Hamra. The permit was revoked when those alturistic NGO's who are now being called a mob by some unscrupulous nationalist apologists, proved that the permit was wrong.
I hope that , also on this occasion , Astrid Vella and co will stop the rape of the beuatiful Qala valley.

How about people from Qala filing a personal case against the members who decided in favour of the project since it is they who personally took the decision to ruin the environment?

MEPA one can follow the policies perfectly, and still be out of order environmentally, culturally and esthetically. So go on destroy the beauyt of the place. Tthe policies are in your favor. when they are not?

It is very strange that this is a Category 1 settlement; the MEPA Mapserver shows it clearly beyond the ODZ line and since when are two structures together classed as a 'settlement'.
This very much smacks of yet another change to the designation lines incorporated into the revision of the Local Plans in order to accomodate certain permits.
No comment is made by MEPA about the fact that a part of the existing structure is still not covered by permits - how could MEPA go ahead and approve this project in the light of an outstanding infringement - a violation of MEPA's own regulations.
Another violation is the generous increase of the footprint in a countryside area - is this what Eco-Gozo is all about?

If Mepa want to be seen as credible then please answer the most important questions that people are asking. Mepa issued an enforcement notice to the same developers, for having built parts of their current establishment illegally. MEPA regulations are quite clear in this regard in that no development application can be accepted, let alone approved, when illegal developments exist in the same site. So Mepa the simple question here is why did you ignore your own regulations?
The other question is why the chairperson of the MEPA Development Control Commission (DCC) responsible for outside development zones (ODZ) who was dealing with this application failed to let objectors, including Qala residents and council members voice their opinions on this matter? Are Mepa so arrogant that no one else’s opinion matters?
I doubt we will get an answer to either of these questions as Mepa feel they are above having to answer questions from the ordinary citizen.

I challange Mepa to announce a public meeting at the Piazza and lets see the truth how the locals feel about this project. Like usual Mepa does things in a hush when hardy anyone knew of the current pending permit.

This sounds very much like the Madliena Valley development story which ruined the beautiful Madliena valley landscape ,i.e. two storeys from road level (misleading) and more floors overlooking and very much visible over the cascading beatuiful landscape. I remember the MLP telling off one of its MPs for buying an apartment in that Madliena devlopment project. Regrettably history is repeating itself. No more beautiful Qala Bukkett site. Artists impressions do not really convince me. .
Well MEPA, you have done it again. Shame. Does anyone still believes that MEPA is taking environment protection seriously!????

instead of this general photo, why don't MEPA issue one from the belvedere, and show us how this new complex is going to affect the view? Then maybe the authority will be more credible.

This authority is the shame of the nation. Not even the damning report by the Mepa auditor seems to have dampened its crazy desire to ruin Malta. Everlasting shame on all of you! Disgusting!!
