Protest over refusal of kerosene truck licence's renewal
The owners of a kerosene truck have filed a judicial protest against the Malta Transport Authority after their truck was not classified as a bowser and was refused a licence renewal.
Anthony Bugeja and his wife Maria Helen said they had been using their truck for 13 years but when they applied for a licence renewal, they were told that they needed an engineer's certificate that the truck could be classed as a bowser.
They presented a certificate that the truck was in good working order but officials of the Authority told them verbally that they needed EU certification to carry dangerous goods and they had to change the truck’s tank into a new one.
Mr and Mrs Bugeja said it was not possible to get EU certification since there was no local representative for that purpose and the tank could not be replaced with a new one since Enemalta was not equipped to fill new tanks with kerosene. The older kerosene tanks used a different refilling system than the modern fuel tanks.
They called on the Authority to accept the application and indicate in writing any requirements needed.

Whatever was in exsistance before membership is accepted as certified.
This was the pricipal.
If this has changed then we are in trouble!
Which of the following have EU certification?
Marsa / Delimara power station
The sewage systems.
The Luzzus and boats used by our profesional fishermen.
The ambulances
The second hand scrap cranes in operation
All the vintage vehicles
The petol stations
the list is endless, shut all these down, too !

Another farce from MTA. How come 50+ yr old buses are still in service? and what about Mini Buses? Early 70s Ford Transit Mk1 ans 2 are still plentiful and 70s Isuzu vans used as White Vans. Both ADT and MTA should ceae to be. We'll do better without them. BTW I have yet to see a 'modern' kerosene bowser in service.

Same old Story Authorities not knowing there work. First of all if the Truck is under the fuel sector transport it is under the MRA to certify the person and if he has the right to make such business and for the truck it is normally the MSA who takes care of the certification.
Plus EU certificates??? what hello MTA did you know that here in Malta as regards to fuel we use British standards not European, EU standards are the one Germany uses.
Besides if the guy has his licenses and the truck goes into ultrasound check then you will know if it's good or not.
and for the people to know the guy there is right new systems require Vapour recovery systems but enemalta is still not in a position to take the Vapour recovered and turn it back to fuel. they are still waiting for someone to buy that company which has very old stolen from shell and BP in the 70's by the louder.

So MTA did not issue a licence to this gentlement. I would advise MTA hierarchy to come over to H'Attard and have a deep look at three licenced public transport buses parked allover the place.
The most interesting thing with these buses is that they are in prestine condition, impeccably clean and in excellent working order. The driver/s they fantastic.

The interesting part is this.
Enemalta was not equipped to fill new tanks with kerosene. The older kerosene tanks used a different refilling system than the modern fuel tanks.
So who is wrong? Enemalta, MTA or this man that happened to end up between the authorities.
I wish him luck.....getting caught between authorites this way is not a nice thing at all!!

ADT strikes again. Wasting time on frivolous things and yet no time to check emissions on vehicles for a whole year. Heads should roll, and before they roll, ADT will not function as it is supposed to.

They said they had the truck for 13 years how old was it when they got and botched it up as a kerosene wagon on four wheels .Some people have to move with the times we are not part of Africa but heading that way !!!!!

I think that on this occasion ADT has got a more than a good reason to refuse to license this truck, this must certainly be a matter of safety first!
If the truck has to comply with today's safety standards and it requires particular certification SO BE IT!
A 13 year old tanker truck carrying flamable fluids like kerosene in built up areas does not exactly fill one with confidence in 2009 irrespective that the truck is in good running order!
