Dangerous and illegal motorised bicycles

For quite some time now I have noticed the appearance of so-called motorised bicycles (I don't know of a better word to use), contraptions that use a do-it-yourself motor.
Most of the young chaps who drive these very dangerous bikes don't use a helmet, drive without a licence and, of course, are not insured!
My questions to the authorities are: (1) Are we waiting for an accident to happen before we can take any action? (2) What happens and what are the consequences if one of these lads is involved in a serious accident where he is killed or injured seriously? (3) What if (and this is very important), say, the driver of one of these bikes hits someone (something waiting to happen)? Do we take action then, as we usually do? (4) Why is it that in this country one has to report to the authorities when the law is being blatantly broken time and again even when everyone and his brother know about these things?
I mean, is it possible that no one in authority ever sees these chaps breaking the law day in, day out?
I believe the police should and must take a more active role in this matter, especially when the law is so flagrantly being broken in broad daylight.
I believe that the police must show that we live in a civilised country and that the rule of law is king and that no cowboys will ever be tolerated.
