Fort San Salvatore in Vittoriosa, overlooking the Kalkara valley is in a very sorry state with lots of accretions and changes. In recent months, it has slowly disappeared from view as permit after permit has been given for modern apartments that are totally covering up the view of this important fortification. As can be seen in this photo, the apartments, with gradual recesses, obscure the whole bastion.

When I was in charge of the Cottonera Rehabilitation Project I always insisted with Mepa that the new buildings should not be higher than the base of the bastion walls, and yet the DCC in Mepa, which is supposed to be there to protect our heritage and our urban conservation areas, has given permit after permit for this structure.

Kalkara, however, does not get any attention from our NGOs.
