No vehicles tested for emissions this year

The ADT has not summoned vehicles for emission testing since last year, a performance audit by the Auditor- General has found.

"The Emissions Alert Campaign" (EAC) was successful in creating public awareness, bringing about the enforcement and reducing vehicle emissions. Through SMSs, the public reported 30 percent of the public transport vehicles, as against 10 and four percent of commercial and private vehicles respectively.

"The potential of the campaign was not fully realised mainly because a large number of reported vehicles were not summoned for testing. Although the ADT applied a higher filtering threshold than that prescribed, its testing capacity was still unable to cope. The ADT has not summoned vehicles for emission testing since last year," the Auditor-General said.

In the audit, presented to Parliament, the Auditor-General noted that Malta’s vehicle emissions control schemes brought about some improvement in vehicle emissions compliance and the fine tuning of these schemes, through enhanced planning, implementation and enforcement, should contribute towards a more robust and sustainable vehicle emissions control framework.

Vehicles’ emissions were a major source of air pollution which impacted negatively on public health and the environment. The effects of vehicle emissions were further aggravated by Malta’s high vehicle density. Additionally, the average age of vehicles was much higher than the EU average, the Auditor-General said.

The emmissions testing should be done during the VRT testing amongst other data which we are bound to collect by EU. We shouldn't rely on people smsing when they see some vehicle polluting. Start with the route buses and the lists never ends.

So... the ADT installs speed cameras that generate revenue for the camera owners without increasing safety, and now we find out that the SMS's to report pollution did nothing except generate revenue for the mobile operators without reducing pollution. The driving tests were riddled with corruption, our roads are in an appalling state of disrepair...

Is there anything that ADT has done right since its inception?

To all of you bemoaning the expense you went through in sending sms's, would a refund exempt you from the harm you suffered when you experienced a polluting vehicle?

To Minister Gatt (as you happen to be the Minister in charge): now that you have this performance audit report, what action are you going to take with those responsible unless of course they acted under orders, in which case we still ought to know of.

Vehicle pollution which the Government is obliged administratively and morally to protect its citizens from, is causing the same Goverment millions of Euros in health care: it is a very vicious circle.

Things just cannot keep going unnoticed and un-actioned. Another case were Government is denying its citizens' rights of clean air: where is the EU now, is it not convenient in this case to prop ourselves with and quote the EU? And what is the EU commission doing about this; surely it has knowledge of these issues/audit reports?

Just as I had thought. I had given up sending sms after I realised that cars with excessive emissions were on the rise again. It is yet another example of anarchy .....the more you break the law the more you are protected. All authorities are all the same, starting with MEPA and ending with ADT. Just look at Sliema. Has ADT lifted a finger in an attempt to ease the traffic and parking problem in this locality. Not only has it ignore the sorry state in this locality, it is also ignoring in the most rude and arrogant way sliema LC appeal to meet and discuss the issue.
Civic duty has to start with policy makers and people at the helm of these authorities. Our country is falling to pieces due to incompetence of those higher up....and this has been said to me not by locals but by foreigners.

What a shame!!!! The photo speaks for itself. It is unacceptable that these heavy vehicles especially busses contaminate everywhere with highly cancerous white smoke. They should be regulated at all costs.

It is even amazing that they have the cheek to publish such a report. Just this week I was driving up tower road behind a bus where we had to stop and wait for people to cross the road. When the bus took off again there was a baby in a pushchair that just disappeared in a cloud of black smoke, the father actually took off his T-Shirt to cover the baby's mouth. He looked at me and shook his head and all I could do was shrug. Was there anything I could possibly say to excuse the situation? I have never been so embarassed for something that was not even my doing. Unfortunately it seems that at the end of the day, the bus drivers seem to be the 'untouchables' of Malta. We have all seen them speeding, overtaking crazily in busy roads, totally ignoring bus bays, blocking all traffic and amazingly there are a lot of instances where you see the do these things with an ADT inspector on board. I am starting to believe the way a lot of other bloggers think that these organisations are nothing but cash cows for the government.

I am ashamed, humiliated......and frankly just plain tired. Why were we duped into sending sms's? What kind of gov allows this constant disregard for public opinion and the very public itself? Even the great City gate project does not have popular support.

Absolutely rubbish....how can the ADT say they don't have the testing capacity to cope???? It doesn't matter that they can't cope,,,,, the test were meant to continue regardless of the volume, emission compliance was the yardstick, followed by enforcement
(which incidently was what??) I would assume (possibly wrongly) that no compliance means no vehicle (scrap)!!!
As the biggest offenders are the Public Transport vehicles, followed by large contractors vehicles who seem to dominate the island, it looks like the ADT got cold feet.
By my reckoning the Public Transport Fleet would be down to 30 percent of the original total and there would not be many contractors vehicles left.
Causing more problems for an inneffectual government department which appears to be a revenue generator first and foremost, instead of being a regulator and compliance enforcer.

What may I ask was the "Master Plan" for vehicles that were "summoned"?? Did they all comply with whatever mickey mouse "warning"??
Were any vehicles actually taken off the road and scrapped??
Was anyone actually prosecuted??
Was ther a plan for warning / failure to comply / scrapping / court action???

Even me had sent several smses to ADT this year. And emissions from vehicles are still very common, if not on the increase again. It is expected that the public is immediately informed of the administrative action taken against ADT for its failure. Yes, citizens have been taken for a ride. This and many similar failures are rotting the current administration. Non-chalance and apathy are rife all around. History repeats itself!

Another incompetent organisation. First they expect us to do their job by sending sms reporting emissions and then no one is tested for emission. If some of the ADT personnel take a short walk to St. Anne Street Floriana or to Portes De Bombes they would would be more useful than sitting in their offices.

Dear Micheal,

You are not the only one that have sent sms's in vain to ADT. I also do send frequently numbers of Buses, cars and trucks, but recently I found out that the number of the car/bus/truck has to be reported more than once before it is inspected (If I am not wrong I read it on the ADT site). So much for reporting- Since then I stopped sending sms's.

i am so angry wth ADT so it seems they have called up no one this year? will i get a refund for the many many sms i my wife and family have sent all in vain? the reply to each sms sent say " Thank you for carrying out your civic duty " what about your civic duty what a disgrace .Gonzi pls note i am so angry to say the least

So if i read this article correctly, all the messages i have sent regarding cars, busses or trucks that have exhausts billowing out black smoke have been ignored?? If this is the case can i expect a refund from the ADT after having wasted my time and money sending these USELESS messages??? I suppose as long as the ADT keeps installing speed cameras and getting their funds from there, they find it pointless looking into serious matters like this that seriously damage people's health. I expect the head of the ADT to be sacked for this shambles. By sacking the head of ADT, the Prime Minister would be carrying out his own CIVIC duty.

This despite the obvious pollution offenders starting from route busses and despite repeated public protests on the media. As usually, no one is held responsible for such omissions. We are moving back to the future becoming more of a banana republic than an EU member State . Shame.

As usual the ADT is trying to blind us with useless statistics or choke us with smoke!

Therefore officially the ADT, has been taking for a ride, all those conscious environmental citizens who were dutifully for the past 10 months still sending the sms !

Plus the fact that the worst polluter- Enemalta is still at the top of the pops and if it will remain so in the very near future we will have to pay for the sins of the polluter!
