Reduced to second-rate citizens?

My sister was entering a bank to clear some business, wearing, as she usually does, a pair of dark sunglasses, which she needs in order to protect her eyes from our strong sun.

The policeman at the door made her remove her glasses before he would let her in. This, I guess, for security reasons. All well and good up to this point. Inside, however, she found that the bank was half full of black people, some of whom were swathed in metres of drapery and some with their face covered. For all I know there could well have been a man in there dressed up as a woman! What security measures is the policeman allowed to take with these people?

I guess none, as he cannot possibly disallow them entry and cannot, according to their religious rules, have them uncover their faces! This brings me to my point. Are we being reduced to second-rate citizenship in our own country? Are security measures restricted to Maltese (European) citizens only?

I know that this is quite a tricky question but I would love to hear other readers' opinion.
