Peter Murray seems to be of the opinion that if the UK does it then every other nation must.

Voting of any kind demands that those trusted with the right to do so are well informed on all issues involved. They must have lived in the country on a permanent basis for a considerable period of time so as to have the ability to vote intelligently.

From what I understand in Mr Murray's letter, if a Maltese citizen gets on the UK electoral register s/he will be allowed to vote at any election until death. I don't know how many Maltese citizens are on the UK register. Let's assume there are a few thousands.

Over the years they left permanently but still have a right to vote. Regardless of how informed they kept about the political and total situation in the UK they would not have the true picture first hand.

If all decide to visit and exercise their right it would verge on immorality.

Had Mr Murray used the term "permanent residents" he'd have been absolutely correct. A number of countries go as far as wanting the person to become a citizen, as well, after having resided for a stipulated length of time.

I don't know whether it happens in the UK. I know it happens elsewhere and it's high time it happens in Malta. Early polls should be in place for those who are genuinely unable to vote on election day.

Situations like being slated for surgery, having to be away on business or representing Malta abroad should not prevent a citizen from exercising the right to vote. It happens in much larger countries; over here it would be easier to implement.
