What's our real position on Kyoto?

The Foreign Affairs Ministry website says that 'Malta is signatory to the United Nations Convention on Biological Diversity, the United Nations Framework Convention on Climate Change as well as the Kyoto Protocol'.

But, apparently, whereas it is true that Malta had signed the protocol, it is not bound by specific targets to reduce greenhouse gas emissions. Where do we stand on this point?
