Having recently moved to Malta, I applied to register my car under the new law. On March 11, after a very long and painful hurdle race, the people who are getting paid to make people's lives impossible with their incompetence, lack of customer care and all sorts of other impolite behaviour, eventually accepted to take the car documents claiming they would be passed on to the Ministry of Finance for approval.

After many phone calls and e-mails I have even had to refer to Minister Austin Gatt and must say that he has always proved efficiently helpful. By April 16, at the time of writing, the same documents had not yet reached the Ministry of Finance.

My questions are: Why are such incompetent people still being allowed to carry on? What is their interest in not submitting the documents? How can they be paid by the people's taxes yet show such energy in doing nothing?

But then maybe Floriana and Valletta are so far away from each other that it takes rather long for the documents to reach the ministry... In other European countries, when there is a change of residence, registering your car takes a few hours, not months, when you have the documents needed. What is the difference here?

All sorts of excuses are being put forward but the booklet published by the ADT regarding the new registration law is clear and none of that procedure is mentioned, nor is the long delay of course.
