IOC inspectors gave Tokyo's 2016 bid the thumbs-up yesterday, taking particular note of its financial strength.

Describing Tokyo as a dynamic city, Nawal El Moutawakel, head of the IOC's evaluation team, said she had been impressed with her whirlwind four-day tour of the Japanese capital.

"We are most impressed with what Tokyo could offer the Olympics," she told a news conference.

"And also with Tokyo's excellent and highly professional presentation."

The Moroccan gave no hint as to whether Tokyo had any edge over rival cities Chicago, Madrid and Rio de Janeiro in the race to host the 2016 Summer Games.

She acknowledged, however, that Tokyo's strong economic position was a significant factor amid the current financial downturn.

"We have been given all kinds of financial guarantees to secure the budget," said El Moutawakel.

"We've also been given the full support of the Japanese government in case of any shortfall."

Tokyo, the first Asian city to stage the Olympics in 1964, has already secured a contingency fund of over $4 billion for the 2016 Games.

The 13-member evaluation team is visiting each bid city and compiling written reports to the IOC which will be made public in September.

IOC members, who do not make site visits and rely on the reports for their information and impressions, will vote for the 2016 host city in Copenhagen on October 2.

Tokyo's bid topped the IOC's overall technical evaluation last June ahead of Madrid.

However, Barack Obama's landslide victory in the United States presidential election last November was seen to give his home city of Chicago a major boost.

El Moutawakel praised the environmental friendliness of Tokyo's waterfront bid, which would have 97 per cent of its venues within an eight-kilometre radius.

The city plans to build a billion-dollar main stadium but already has 23 of its 34 venues in place after hosting the Games in 1964.

The IOC inspectors, who visited Chicago earlier this month, move on to Madrid before travelling to Rio.
