This property is one the finest Baroque town houses in Valletta. It served as the residence of the Bishop Count Mgr Carmelo Scicluna (1800-88), elevated to bishop in 1875. The house was recently restored by its private owner.

It has a symmetrical façade and elaborate baroque features on all four floors. The central door leads to a carriage hall and stable and still has the old wooden ventilated door, typical of the Baroque period. Two other entrances flank the central door and have mouldings, carved drapery and floral motifs above.

A curved open wooden balcony in the central bay of the first floor is supported on a continuous corbel with an escutcheon decorated with ornate foliage and drapery carvings and is flanked by French doors having wrought iron railings.

The façade at second and third floors is segmented into panels and divided by pilasters with Ionic capitals. The central part of each floor is recessed in the typical Baroque style and contain a balcony at each level. The one on the second floor is square and is supported on three carved corbels. The doorway has rounded moldings and crowned by a broken segmental pediment.

A bold projecting cornice separates the third floor and is recessed at the centre having an open iron balcony with wrought iron railings. Its jamb consists of two pilasters surmounted by an oval oculus window, on which is a broken segmental pediment.

On each side is a wooden louvered window, each crowned by a projecting dripstone.

Internally, the house has a typical Maltese staircase and Art Nouveau murals at the upper floors, which are a later addition and are among the few such murals in Malta. There is a small side courtyard having an ornate nymphaeum and wellhead. The courtyard walls are characterized by tiers of ornate windows.
