Minister John Dalli favours means-tested children's allowance
Social Policy Minister John Dalli yesterday reiterated his belief in a means-tested children's allowance, a system which was reversed last year.
Speaking during a seminar about poverty organised by the National Family Commission, Mr Dalli said it was a waste to give the allowance to people who did not need it.
He insisted that social services had to be focused on those who really needed them: "Social services are not a buffet where everyone chooses what they want".
In 1995, when Mr Dalli was Finance Minister, the government had put a ceiling on the income earned by a household to be eligible for children's allowance and changed the method of calculating it. The decision was reversed last year following an announcement in the budget of October 2007. Apart from giving the benefit to all children independently of their parents' income, the minimum children's allowance was raised from €121.13 to €249.24.

As if we are not taxed more than enough!
If you pay property tax you have much more than enough wages, salaries and pensions unlike us.
If that does happen the government had better prepare for a revolution because the Maltese citizens are fed up with Gonezipn and the eu diktats and your suggestions.

If this system is fair, it might work. If couple are earning 60K+ together they might not need it, but otherwise Mr D, don't touch what we're entitled to! You might also end up with many women choosing not to work.. Well you might want to get ILLEGAL immigrants to fill the void. DON'T COPY THE UK - THE WORST COUNTRY IN THE EU!!!!

What can I say ? Here is another Minister who is obviously totally out of touch with reality.
So first Governement denied us of the allowance for many many years, then we got it bac\k after two of our three children had passed the 16 years mark, and now Mr. Dalli wants to take even that little that is left of the allowance away from us. Way to go, Government! Desperate for funds now, are we ?

Talk about political sommersaults.First we promise this and that before the elections and once we are in our political seats we do a way with what was promised .The means test is just another excuse for us middle class people to foot the bill of the Social service time bomb (case in point is Mater Dei hospital bill).Mind you we could install a few more speed cameras to cover the expenses(sic).

I always thought that this system will never last long,Gonzi has shown yet again that his brain child idea was just an electoral gimmick .Children's allowance should only be given to the first child and only up to the age of 5 years then stop. This goverment is getting more socialist than the so called socialist parties

Malta has social benefits which it cannot afford and which make other much richer countries blush.
Fiscal responsibility includes looking after the genuine cases while excluding others who use some allowances for trivial and luxury purchases. Children allowances were not designed for such extravagances.
The day will soon come when a responsible government will re-assess the whole situation and do justice with the genuine needy and make others who can afford it, pay a bit more to support the generous system.
Even if the government of the day trembles at the mere mention of property taxes, it must realize that if the citizens continue to ask for better services, then they ought to be prepared to pay for them - like every place else.

It seems that what was good 17 months ago becme suddenly bad. Cannot we, in this country, decide on something on the long term and stick to it?

By all means, carry out means testing. However, ensure that this is correctly carried out. For starters, sit outside any Social Security office and have a look at vehicles driven by those who collect the monthly cheques. Then follow them as they go back to work...

Neverthelass we should appreciate your efforts to finally give our country a serious social service system!
