Video: National climate change strategy launched
A national strategy to address climate change has been launched for public consultation.
Resources and Rural Affairs Minister George Pullicino stressed that, as an EU member state, Malta was bound to reach certain targets by 2020. These included reducing CO2 levels by 20 percent from the level recorded in 1990, and ensuring that 10 percent of energy was generated from clean sources of alternative energy.
The draft strategy was drawn up by the Climate Change Committee. It is open for consultation for eight weeks during which time the government will be presenting it for discussion to the Malta Council for Economic and Social Development. Once the consultation period is over, the government is planning to take the report to Parliament for discussion.
Mr Pullicino hoped that when the time came to actually implement measures what might be harsh, the country would be mature enough to recognise the importance of such measures on an economic and environmental scale.
Committee chairman David Spiteri Gingell gave an overview of the report, which includes 87 recommendations that include: That the government’s planned investments (such as the closing of the Marsa power station and the investment in the Sant’ Antnin recycling plant) remain on track, the setting up a department for climate change within the ministry and the installation of smart electricity meters.
The report also says that the Office of Fair Competition should periodically survey prices of energy efficient technologies. More emphasis should be placed on achieving the necessary culture change in respect of the environment and a National Policy on Environment Education should be drawn up this year.

@James Farrugia: Lake Chad, once one of Africa's largest freshwater lakes, has shrunk dramatically in the last 40 years. Two researchers from the University of Wisconsin, Madison, have been working to determine the causes.
In a report published in the Journal of Geophysical Research, they conclude that human activities are to blame for the shrinking of Lake Chad.
"Vegetation has a big influence, especially in semi-arid regions, in determining weather patterns," said Foley. "The loss of vegetation in itself contributed to a drier climate."
Human and animal populations came to rely more and more on water from the lake. Massive irrigation projects to combat the drier climate diverted water from both the lake and the two main rivers that empty into it, the Chari and the Logone.
The Aral sea also has dried up because the soviet government pumped nearly all the water out for industrial and agricultural purposes. NOT BECAUSE OF AGW

"M Vella : What do you mean by real scientists? Do mean that there are unreal scientists? Is Al Gore one of these? This is another hyped phrase used by Al Gore,. There only scientists. There are people who are scientists and others that are not scientists. Thousands of sacientists holders of PhD's saying: ANTHROPOGENIC GLOBAL WARMING IS A MYTH.

the Maltese impact on the global levels of co2 is totally negligible and air pollution directly effects us so does the excessive light and sound pollution we have and i believe we should spend the money on reducing these and even save money of them trough mesures against light pollution more info on the impact of light pollution and the savings if we control it

Poverty, ignorance and disease, Sir, are only further exacerbated by the effects of Global Warming on climate change—I would point out the example of Lake Chad which was a lifeline to the people who inhabited its watershed. It has now shrunk to minuscule proportions and is continuing to shrink, whereas before it was an inland sea.
“How many children have died of hunger because of this.”
Desertification, which is a natural process, which is quickened by climate change has led to millions of deaths amongst children. Perhaps, you should learn about certain causes which lead to certain events. This is not to say that these happen solely because of Global Warming and its effects, but it does increase their quantity, their effect and the rate at which they occur. I agree with A.Camilleri, this serious issue should not be taken lightly,—even though I think we might already be too late.

This is not global warming. We did HAVE global warming for two decades, but it is over. It was not anthropogenic but natural,

@Michael Camilleri: If you believe that the sea levels wil go up by any noticeable level, if any, then you will believe anything. Read some science first before believing what a failed politician (not a scientist is preaching around the globe. pocketing $150,000 FOR EVERY SERMON HE MAKES. The Al Gore family's worth has gone up from around $2 million to about $10 million since Al Gore took up the Global Warming hype and blew it up into a very big balloon that is exploding in our faces, while he gets richer and richer, going around the globe in executive jets burning fuel and increasing the CO2 levels of our atmosphere.
Same for thousands of people who are continuously travelling around the globe telling us how we should be walking and cycling to work, switching off our lights and heaters and airconditioners while they travel on planes, taxis, and live in heated and airconditioned hotels around the globe. This is a remake of George Orwell's animal Farm: ALL ANIMALS ARE EQUAL BUT SOME ARE MORE EQUAL THAN OTHERS. We live like chickens while they live like kings.

cont'd: The global warming scam is augmenting the food crises due to the use of agricultural land for bio-fuels, causing people from poor regions to become poorer, causing social unrest, forced migration and uneccessary deaths, as we are even experiencing directly here in Malta by the infllux of irregular/illegal immigrants. This is a classic case of a self fulfilling prophesy, that is, global warming proponents prophesying mass hunger, forced migration, social unrest and eventually global upheaval. This is what the panick emanating from the prohets of doom is causing. Who will be held responsible when the scam is over? Al Gore?
There are many scientists trying to make their voice heard, but most media moguls are banning and censoring them from TV's and newspapers. The following link explains this situation very well.

Humanity will be spending trillions of dollars on an an IF statement, dollars that should be used to fight poverty, ignorance, disease. Instead, these trillions of dollars are being spent uselessly on a 'science' that has not materialised, but has been debunked by thousands of science PhD's worldwide. The AGW theory, inducing the change of agricultural land from food production to bio-fuels, has already caused global food prices to go up, hence lifting the poverty line up, putting millions of human beings below the poverty line and putting those already under it in dire straights. How many children have died of hunger because of this.
The global temperatures (average) are down by 0.4 degerees since 1998. 2008 was the coolest for the last 10 years and the current winter is giving record lows all over the globe. Many professional cliatologists are coming out in the open against AGW, declaring themselves skeptics on anthropogical Glovbal Warming.

So the GonziPN government had to wait for the day that Parliament is debating a private members bill on Climate Change moved by the Opposition Labour Party to publish his own report on Climate Change. Really puerile!!!! and unbelievable. After all these years the world and the EU talking of measures needed to be taken on Climate Change , the Maltese government comes out with its study exactly TODAY! Joseph Muscat is really moving things here! A government really on the DEFENSIVE!

Another strategy to collect money and for companies to invest in alternative energy to increase their pockets but not to reduce CO2. This is a similar case to the Birdflu, first we create an alarm, and then we produce and sell antibiotics and suddenly no more Birdflu, I was one of those who spent 80ML down the drain. If as they say that the population is going down, then it means that also consumption is going down, and if we are paying more on cars which are more environment friendly, what else we're obliged to do, that other countries don't. It's just more money in the right pockets.

Human-caused climate change and global warming is a lot of nonsense. Every year the number of global warming skeptical scientists increases yet we are still bombarded by the media and politicians on the need to reduce emissions and save the planet. Save the planet?? To quote the late George Carlin, how can we save the planet when we can't even take care of each other??
Sure we should aim at reducing pollution and having a cleaner environment, but only because it affects our health directly. The planet doesn't need our help at all. Just look at the front page of the website mentioned in the article.. a drawing of the Earth in a lifebouy! Give me a break.

Even if climate change is not being affected by anthropological (human) effects, which I think it is, precaution still needs to be taken. A lack of full scientific certainty is no reason for postponing measures to prevent environmental degradation such as Global Warming. We are bound by the EU to reach certain targets and it's about time we start to act. I find it quite ironic that Malta was the first country to introduce climate change to the UN, but is one of the last countries who has invested in trying to minimize the problems. Malta will be greatly affected if Climate Change predictions are right....Let us not take risks....Let us not be laid back...The technology is available...let us please use it well.

It should have been called "Investment Proposal" becasue the aim is just to generate employment. Co2 emissions are not the case of global warming. Human produces only a one digit fractions of total C02 emissions. The oceans, dying leaves, volcanos and animals produce much more Co2 than we do. Also, one must remember that there was a historical period where Co2 emission were greater than they are today.
